Seed Propagation Project

The grain seeds sieving and sterilization project was launched in 1982 in cooperation with the Ministry of Agriculture and the Ministry of Industry and Trade. The Cooperative Corporation (formerly the Cooperative Organization) was entrusted to implement the project by establishing two stations in the governorates of Maadaba and Irbid in order to meet the needs of all farmers from sieved and sterilized seeds.

The role of the Ministry of Agriculture and the National Center for Agricultural Research and Extension
  • was to provide the Basic seeds and to participate in all committees to receive seeds from farmers.
  • examine samples of received seeds.
The role of the Ministry of Industry and Trade
  • Was to Buy Grain from Farmers
  • Buy Improved Grain as Seeds from Farmers.
Regarding the role of Jordan Cooperative Corporation, It focused on:
  • Conclude contracts with farmers to cultivate the basic seeds and produce improved seeds.
  • sieving, sterilizing, and packing the seeds in order to secure it to farmers through its stations where it provided in the period from 2012 to 2016 about 8637 tons of sieved, sterilized, and packed seed
  • Maintain strategic stock of sieved and sterilized grain to cover shortages in drought years.

Areas Targeted by the Project:

There are spaces in the North, Center and South regions of the Kingdom lands with more than 200 mm of rainfall. These spaces are suitable for growing grain (wheat + barley), therefore, they are targeted for this type of agriculture, and this diversified climatic by regions needs appropriate seeds to take advantage of the relative value of each region to increase production which requires the provision of suitable varieties for each region.

The Targeted Group of the Project:

The farmers in the three governorates are of the Kingdom's population, where poverty is spreading widely in these areas due to the high unemployment rates and the high level of cost of living, resulting in the migration of farmers to the cities in search of better income, which led to increased barren land. Therefore, the target group is the grain growers in all regions of the Kingdom where the rainfall rates is more than 200 mm.

Current Situation:

It could be noticed from the foregoing the project became operational since 1982 where machines, equipment, and buildings were used since then. Given the shelf life of these assets, we conclude that its useful life has expired from a long time and need rehabilitation, taking into account the developments and changes in the agriculture.

Project Rationales:

Lack of source to provide adequate garbled sterilized seed and define classification to the grain growers in the Kingdom which reduces the incidence of diseases and lead to increased production.

Provide seed to farmers in all parts of the Kingdom in order to increase the quantities of wheat and fodder.

Reduce the migration of agricultural labor to cities and exploitation of agricultural lands.

Project's Goals:
1

Encourage smallholders to exploit their land by securing and providing them with appropriate seeds leading to increased planted areas and an increase in rural household income.

Provide employment opportunities and contribute to solving the problems of poverty and unemployment and minimize the migration of the rural people to the city.

3

Strategic project contributes to the achievement of food security in the Kingdom.

Integration Opportunities Provided by the Project within the Sector and Beyond:

Run and invest the agricultural machinery in the target area.

Integration between animal and vegetable sectors.

Contribute in reducing the imported quantities of grain.

Main Projected Revenues of the Project:

 Economically

  • Increase the planted areas leads to increased grain production.
  • Increase the rural household income level by increasing the contribution of grain production and secure food (food security) and reduce the burden on the state in support of the flour.
  • Contribute in providing employment opportunities and thus contribute to the reduction of poverty and unemployment and improve the standard of living for farmers.

Socially

  • The project helps in the formation of agricultural cooperatives societies; and this contributes to increasing the cooperative movement and increase and strenghthen social relations.
  • The project contributes to the continuation of irrigated crops (grains) and to reduce wasting agricultural lands which helps in minimizing the migration of rural people to urban areas.

  • Use of safe types of seeds resistant to diseases.
  • Increase the green areas by exploiting and cultivating small areas.
  • Conservation and optimal utilization of resources.
  • Contribute to the production of safe and health food.

Requirements for the Implementation of the Project:

Available Information:

The concerned ministries and institutions have all information about the project areas in terms of geographic, demographic, social, and environmental studies, and information related to the project.

Manpower and Equipment:

 The Corporation has two stations: one in Ma'adaba, and one in Irbid. It has qualified staff to run these stations since they gained expertise in this field since 1982.

Availability of Infrastructure:

  • Ma'adaba station with a production capacity of 4 tons / hour.
  • Irbid station with a production capacity of 4` tons / hour.

Vehicles, Machines and Equipment

The need to be rehabilitated as their shelf life has expired a long time ago

Supporting Regulations:

The regulations are sufficient and there is no legislations preventing the implementation of the project rehabilitation.

Time Frame

The project was launched in 1982 and still existing, but it does not give the desired results, so it needs to be rehabilitated.

Vocational Training

The Cooperative Corporation has the necessary technical expertise. In addition, the cooperative training department will keep training its staff, especially in the case of recruiting new staff. It will also train the farmers and guide them through the same stations
